9.00-12.30 Thermal Infrared (TI) Imagery Analysis Master-Class

Introduction:

Surveillance and Reconnaissance Aircraft, Helicopters and Unmanned Air Vehicles provide ideal platforms for the acquisition of thermal infrared (TI) imagery by day, and most importantly by night. However, there are serious pitfalls in the provision of accurate imagery intelligence if the exploiter is not aware of the special interpretative factors that are mandatory to the analysis of the TI download. This workshop aims to provide and exercise those special factors through the viewing and meaningful interpretation o f operational examples in a practical way.

Sessions to be covered include:

  • Origins of military imagery analysis from balloon to the UAV.
  • Development of interpretation techniques. The five governing factors
  • The greyscale problem and the advent of image enhancement
  • The nature of thermal infrared, and the suitability of the platform
  • Terminology - intelligence reporting and the need for clarity and brevity
  • System specifics – Primary versus Secondary Atmospheric Windows
  • The environmental factors – operational location, time, and season
  • Essential interpretative considerations – application of the fundamental factors
  • Casework to include derived thermal imagery

About you Master-Class Leader

Mr David Oxlee O.B.E. commenced as an imagery analyst during National Service days. David saw service in that role in a number of conflicts starting with Suez and concluding with the Gulf War. He worked with numerous tactical recce squadrons as well as commanding the UK Joint Air Recce Intel Centre in the Near East, and also the UL Pl School before joining the Civil Service as a Senior Intel Officer, retiring in 1999. He is currently Chairman of the Forensic Search Advisory Group working with the Police, and is the thermal imagery analysis lecturer for all of the Helicopter Air Support Units. In addition, he lectures on imagery analysis at Cambridge, Bournemouth, Keele, UCL, and Bradford Universities, and the Police National Training Centre, Durham, together with presenting for a number of commercial organisations. In 2001, he was selected as the lead thermal imagery analyst acting on behalf of the United States – Office of Special Counsel as the independent expert witness in the Waco, Texas lawsuit.
